Robbins-Gioia Study Reveals Majority of Respondents Value Independent versus Implementer Oversight of Projects

October 30, 2007, Alexandria, VA—A Robbins-Gioia study released today found that more than 70 percent of respondents valued the concept of independent oversight of large-scale initiatives instead of relying on implementers to provide oversight. Sixty-one percent said they were either doubtful or only somewhat confident that their implementer was managing, retaining, and communicating with their employees in a way that improved project performance. “These findings are significant, considering that more than 65 percent of the respondents also said they were currently engaged in one or more large-scale technology procurements or major outsourced deals,” commented Carina Veksler, Robbins-Gioia market research director.

Approximately 70 senior information technology and acquisition executives were polled electronically and at the Gartner CIO-level portfolio management conference in Boston on June 22, 2007. Survey participants were asked to provide feedback about their organizations’ project initiatives, governance and program oversight, top business priorities, and the type of program oversight in place for current large-scale outsourcing or major technology procurements. They identified three top drivers pushing them toward governance and oversight infrastructures at their organizations: managing projects better, mitigating and avoiding risk, and improving efficiency.

Sixty percent of the respondents who said that their organizations always bring in their projects on time and on budget also have policies in place that split management oversight from the technology implementation. This is not surprising, according to Emory Miller, senior vice president at Robbins-Gioia. In his article, “Miller: Good Government,” from the June 11, 2007 edition of Federal Computer Week, he writes that independent program oversight “… provides the knowledge and clarity of thought to make proper judgments. Timely and accurate judgments keep programs and projects on paths that achieve cost, schedule, and performance goals.”
